Kebbi State, located in the northwestern region of Nigeria, is not traditionally known as a major tourist destination. However, the potential for boosting luxury tourism in the state has been identified through the development of private beach resorts. These resorts are strategically positioned around man-made or natural lakes, offering a unique destination for both domestic and international tourists seeking high-end recreational experiences. The emergence of private beach resorts has become a promising avenue to diversify Kebbi’s tourism offerings and attract luxury tourists, a segment that has been steadily growing across the globe (Adamu, 2024). In a region known for its agricultural industry, the development of these luxury resorts could serve as a catalyst for the local economy, driving job creation, infrastructure development, and increased revenue generation. Additionally, the integration of local cultural elements and eco-tourism practices into resort offerings enhances their appeal. However, little research has been conducted on the specific role that private beach resorts play in transforming Kebbi’s tourism landscape and their broader impact on regional development.

Statement of the Problem
Despite the growth of private beach resorts in other Nigerian states, Kebbi State's tourism sector remains underdeveloped, with limited focus on luxury tourism. The lack of a detailed investigation into how private beach resorts contribute to luxury tourism has led to missed opportunities for sustainable development and revenue generation in the state (UNWTO, 2023). Furthermore, the potential challenges faced by private beach resorts in terms of infrastructure, security, and environmental concerns remain insufficiently addressed. Understanding the extent to which private beach resorts can influence tourism growth and economic development in Kebbi is crucial for stakeholders seeking to invest in or promote this niche market.

Objectives of the Study

  1. To explore the role of private beach resorts in promoting luxury tourism in Kebbi State.

  2. To assess the economic and social impact of private beach resorts on the local community in Kebbi.

  3. To examine the challenges and opportunities for the growth of luxury tourism through private beach resorts in Kebbi State.

Research Questions

  1. What role do private beach resorts play in the promotion of luxury tourism in Kebbi State?

  2. How do private beach resorts contribute to the economic and social development of Kebbi State?

  3. What challenges and opportunities exist for the expansion of private beach resorts in Kebbi State?

Research Hypotheses

  1. Private beach resorts in Kebbi State do not significantly contribute to the promotion of luxury tourism.

  2. Private beach resorts in Kebbi State do not significantly impact the economic and social development of the local community.

  3. There are no significant challenges or opportunities that impact the growth of private beach resorts in Kebbi State.

Scope and Limitations of the Study
This study focuses on private beach resorts located within Kebbi State and their role in fostering luxury tourism. The research will examine the economic, social, and environmental aspects of these resorts. The study will exclude public beaches or resorts outside Kebbi State. Limitations may include the availability of data from private resort owners and the potential bias in self-reported information from tourism stakeholders.

  • Luxury Tourism: A form of tourism that involves high-end services, exclusive locations, and personalized experiences for affluent tourists.
